Members are organized into four colleges: Institutional College, College of Service Providers and Certification Authorities, College of Users, and College of Experts. Governance is provided by a Board of Directors and an Office responsible for preparing board meetings.
Institutional college
The Institutional College comprises public or private institutions and organizations that use Visible Digital Seal (VDS) in performing their respective functions, particularly in relation to public service missions, financial, economic, or standardization coordination and representation, as well as financial institutions or institutional investors.
This College also includes representatives of regulated liberal professions, as well as public or ministerial officers legally or statutorily authorized to issue or interpret VDS on behalf of their clients or service users, such as chartered accountants, statutory auditors, bailiffs, notaries, lawyers, clerks of commercial courts, judicial experts, and auctioneers.

Associate members
Associated members may also participate in the activities. It includes individuals, legal entities, or organizations capable of contributing to the development of the Visible Digital Seal (VDS).
They hold the title of associated members and are appointed by the board of directors upon the proposal of the president or a member of the board. Associated members are exempt from membership fees.
Although they are not permitted to vote to the deliberations, they may participate in all activities on an advisory basis. Any member of the FNTC who requests it can become an associated member.
