Scheme Operators (TSO)
Each Trust Service Operator (TSO) maintains its own Scheme Operator LoTL, referencing Trust Service Lists (TSL) specific to its domain. Scheme Operator LoTLs delineate the scope of authorized manifest identifiers clearly through the VDSManifestScope Extension, thus preventing overlaps and conflicts.
